Capture Audience Interest in Brazil With São Paulo Advertising Campaigns

São Paulo, Brazil's business capital, is a major city in the most well-developed and populated region of the South American country. As an advertising destination, it poses unique opportunities and challenges following the introduction of the Clean City Law in 2007, which prohibits many classic forms of outdoor marketing.

Despite this, the economic affluence of São Paulo makes it a huge draw for ambitious and agile businesses, who have tapped into this high-growth environment by being strategic and innovative in how they present, display and create out-of-home campaigns.

In 2025, a proposal to loosen parts of the Clean City Law passed an initial vote in the City Council. If approved, it could reintroduce certain types of outdoor advertising in designated areas, signalling a potential shift in how brands can use São Paulo’s urban landscape in the future.

Why Advertise in São Paulo?

São Paulo’s 12.3 million population, which extends to 22 million across Greater São Paulo, presents a sizable and densely packed audience for brands to advertise to. Those numbers are augmented by as many as 15 million annual tourists, both those from other South American countries and visitors arriving from global locations. So, how can we target this audience under the current restrictions? First, we need to understand what formats are banned:

  • Outdoor advertising, such as billboards and large signs are prohibited.

  • Bus, taxi, and poster ads: These were also removed as part of the ban.

What forms of advertising are allowed in São Paulo

  • Digital Advertising (digital billboards) and marketing is still a viable option

  • Indoor advertising inside public locations is permitted.

  • Street furniture advertising - one of the most effective alternatives.

  • Airport advertising - includes large digital screens, banners, and experiential activations

Frequently Asked Questions.

  • In 2007, São Paulo enforced a Clean City Law, which prohibited a proportion of traditional types of outdoor advertising, including storefront signs over a certain size, posters and billboards. This was intended to clean up the city and ensure public spaces embraced greenery, community initiatives and street art rather than being taken over by marketing.

Although thousands of billboards were removed, brands have responded by becoming more community-oriented in their advertising, thinking about how they can contribute to street art with murals and street furniture advertising, improve the city's aesthetic and appeal, and integrate campaigns with everyday aspects of São Paulo’s infrastructure.
